MPID 304 Green Line Version Recommendation

The purpose of this modification recommendation is to
incorporate all relevant Grid Code elements from
version 3 of EirGrid’s Battery ESPS Grid Code Implementation
Note into the Grid Code. This modification is
limited in scope to the contents of that implementation note.
