​The Phased Implementation Roadmap (PIR) outlines the programme roadmap for the delivery of the Future Arrangements for System Services (FASS) and focuses on the key programme activities and milestones leading to the go live date. This document presents the third iteration (V3.0) of the Phased Implementation Roadmap.

This paper sets out the TSOs’ recommendations to the SEMC regarding the DASSA Volume Forecasting Methodology, reflecting the feedback received on the Consultation Paper through stakeholders’ written responses and input to the industry workshop. This paper also summarises that feedback and provides the TSOs’ commentary in response.

As part of the ongoing work to develop Future Arrangements for System Services, EirGrid and SONI held a webinar on 16 April to provide information to industry on the Joint Options Assessment conducted between the TSOs and Regulatory Authorities, and the resulting proposal for the DASSA Top-Up Mechanism, known as the Residual Availability Determination (RAD), a consultation on which is currently open.

As per the TSOs' Phased Implementation Roadmap V2.0 and as agreed with the Regulatory Authorities, the TSOs are required to consult on and submit a recommendation paper to the SEM Committee on a proposed DASSA Top-Up Mechanism, as an alternative to the Final Assignment Mechanism (FAM) as per the SEMC decision SEM-24-066.

The TSOs have today published the DASSA Top-Up Mechanism Consultation Paper which describes the Joint RA-TSO Options Assessment process that was implemented to develop a proposal supported by both parties and invites stakeholder feedback on this proposal.
